Taxing everyone appropriately would help, but it should have been done decades ago. At this point, you couldn't raise enough money to pay down enough debt where historically moderate interest rates wouldn't lead to financial hardship. Add in the brewing internal discord, and it wouldn't take much to trigger a financial catastrophe.
